Unless something is explicitly labelled are public domain and free then somebody somewhere owns it and has the right to say how it is used. It is more a case of you not understanding that somebody owns the rights to Thomas The Tank Engine and they ultimately call the shots. Amtrak Trainsets Vol.1 includes trainsets of the late 90s Southwest Chief, the F40PH Superliner, and the Amtrak Horizon trainsets.

Whilst you might think this is stupid I can assure you the site owners, the moderators and a good number of the members understand the issues with copyright and intellectual property. Thomas The Tank Engine is intellectual property owned by some organisation and they get to say what happens to it. Don't appreciate hard effort put into these things.Copyright is the law and whilst children at school can not be expected to understand the logic and reasons behind the law - they should have the decency to abide by it.
